InterTrac: slight modification of the Wiki syntax for WikiPageNames.

In a text like `MeatBall:InterMapTxt`, this allows the `MeatBall:` part to be
recognized as a "protocol" (and afterwards as an InterWiki prefix) instead of
a Wiki page name followed by a ":".

All wiki tests still pass unchanged.

InterTrac: merged in changes from trunk (log:trunk@...:2780)

Most of the features are still functional, though there are some issues with InterWiki links...

Created workflow sandbox.

TracDiff refactoring: simplified the `IRequestHandler` methods

* Only operate on `/changeset`, not on `/diff` anymore
* Made first changeset argument optional. Therefore, a request
to `/changeset` will go the HEAD revision.
* The first changeset argument can now be anything upto the next "/".
This allows for URLs like `/changeset/HEAD` or `/changeset/latest`,
as well as being more friendly to other VersioningSystemBackend
(e.g. `/changeset/tip` or `/changeset/0d36e3d7e2ea`...)

Ported [trac 2780] to 0.9-stable ''(fix report deletion bug)''

Fixed regression introduced in r2685 preventing a report to be deleted. Closes #2613.

TracDiff refactoring: use `new_path` instead of `path` for the new path pseudo-argument

TracDiff: fixed buggy browser links in file entry diffs

TracDiff: added the ''Next Change'' navigation link for restricted changesets.

Now it's possible to conveniently browse the sequence of changes for a given path,
in both directions.
