TracDiff refactoring: simplified the `IRequestHandler` methods

* Only operate on `/changeset`, not on `/diff` anymore
* Made first changeset argument optional. Therefore, a request
to `/changeset` will go the HEAD revision.
* The first changeset argument can now be anything upto the next "/".
This allows for URLs like `/changeset/HEAD` or `/changeset/latest`,
as well as being more friendly to other VersioningSystemBackend
(e.g. `/changeset/tip` or `/changeset/0d36e3d7e2ea`...)

Ported [trac 2780] to 0.9-stable ''(fix report deletion bug)''

Fixed regression introduced in r2685 preventing a report to be deleted. Closes #2613.

TracDiff refactoring: use `new_path` instead of `path` for the new path pseudo-argument

TracDiff: fixed buggy browser links in file entry diffs

TracDiff: added the ''Next Change'' navigation link for restricted changesets.

Now it's possible to conveniently browse the sequence of changes for a given path,
in both directions.

TracDiff merged with trunk (log:trunk@...:2775)

TracDiff: merging the `diff.py` file back in `changeset.py`, and the !DiffModule back in the !ChangesetModule (no !AbstractDiffModule anymore)

TracDiff: updated the latest `changeset.cs` so that it can handle restricted changesets and generalized change sets (modification taken from the now obsolete `diff.cs` template)
