RSS support for Reports.

* Multiple output formats for reports. CSV, Tab delimited and RSS for now.
* Module.py now provides a global 'trac.time' and 'trac.time.gmt' for time stamps.
* Report supports "whole-row" fields and hidden from HTML output (visible in other formats).
