Merge changes did between 2227 and 2418.

DB upgrade that adds the `authenticated` column to the compound key of the `session` table. Should fix #2051.

Always transcode the request path info to UTF-8. Seems to fix #1239.

Wrap notification emails inside a multipart/mixed container. This prevents messages from getting "corrupted" by unintelligent mail handlers that append raw text onto the message, which Python has generally encoded as base64..

Fix an issue with the reordering commands introduced in [2414] with newer versions of SQLite.

Add an `order` subcommand to the `priority`, `severity` and `ticket_type` commands in [wiki:TracAdmin trac-admin]. Closes #1909.

The `OneLinerFormatter` now collapse blocks into "[...]".

In order to make this effective, the line shortening is done within the formatter.
That change will be also useful in the future for implementing a truncating
that respects the Wiki syntax (see #2064).

Closes #2232.
