Shorthand InterTrac links implemented (e.g. {{{#T234}}} and {{{[T1899]}}})

Detect and reject changes to tickets that have been modified since the user started editing. Closes #1228

Remote InterTrac links implemented

Implemented InterTrac links for sibling environments (tracd only currently). This required moving the storage of rules and related informations, such as external handlers and link resolvers, from the Formatter class to the !WikiSystem class. This last change should also contribute to fix #1750.

Fixing minor annoyance with SVN 1.2 unit tests, on Windows

InterTrac: small refactoring of {{{lhref}}} and {{{shref}}}. Also added patch #1751.

Fix {{{send_file}}} implementation in mod_python front-end so that {{{RequestDone}}} is raised also for 304 responses.

* Renamed {{{ITemplatesProvider}}} to {{{ITemplateProvider}}}.
* Allow template providers to also specify locations to look for static resources such as images or style sheets.
* {{{add_stylesheet}}} now needs the full path to the style sheet (the prefix {{{css/}}} is no longer prepended automatically).

Also display the documentation for the extension points in the About/plugins page

Some cosmetic enhancements for the About page:
* empty sections in TracIni are skipped (they were not displayed properly anyway)
* component descriptions are wiki-fied
