Added Wiki link syntax for attachments (#753).

The link syntax is pretty straightforward:
* {{{attachment:the_file.txt}}} creates a link to the attachment {{{the_file.txt}}} of the current object
* {{{attachment:wiki:MyPage:the_file.txt}}} creates a link to the attachment {{{the_file.txt}}} of the !MyPage wiki page
* {{{attachment🎫753:the_file.txt}}} creates a link to the attachment {{{the_file.txt}}} of the ticket 753

Added a few methods and properties to the Attachment object, in order to reduce duplicated code in the !AttachmentModule.

Force MIME-Type of Trac attachments to be {{{text/plain}}} when plain text format is requested

Quick fix for #1705

TracDiff: implemented {{{diff:}}} link syntax using the new modular {{{IWikiSyntaxProvider}}} from [1855]. See my comment in #199 ( rev = for a description of the syntax.

TracDiff: merged with trunk {{{svn merge -r 1855:1862 http://svn.edgewall.com/repos/trac/trunk .}}}

In particular, Changeset.py was manually merged in order to integrate the [1855] and [1860] changes.

follow up to [1860] to update some permissions checking for the refactoring (fixes #1718)
