TracDiff: implemented {{{diff:}}} link syntax using the new modular {{{IWikiSyntaxProvider}}} from [1855]. See my comment in #199 ( rev = for a description of the syntax.

In particular, Changeset.py was manually merged in order to integrate the [1855] and [1860] changes.

follow up to [1860] to update some permissions checking for the refactoring (fixes #1718)

* Fix typo in ticket template that resulted in the empty option not getting rendered by browser, thus making it impossible to clear the milestone field.
* Completed milestones are displayed again as options for existing tickets, as well as in queries.

Merge of the [source:branches/cmlenz-dev/perm/ permissions-refactoring branch] into trunk.

Another python 2.2 compat fix in the trac-admin unit tests.

More minor fixes for Python 2.2.2 compatibility.

Remove 0.8.x compatibility code from {{{wiki_to_html}}} ... since the module has moved, compatibility is broken anyway.

Modularized WikiFormatter. Each module can now provide their own syntax.

convert Trac ticket id to string for X-Trac-Ticket-ID email header (fixes #1713)
