TracTicketsCustomFields of type '''text''', '''checkbox''' and '''textarea''' can also have a default ''value'', but they have no ''options'' set.

Without the fix, the empty array given as replacement for the ''options'' would be search for the default value, resulting in an unwanted warning,
or worse, in a index out of range error if the default value happened to be 0.

Fix adding lists/tuples to the HDF under Python 2.2. Closes #1535.

A couple of fixes for Python 2.2 compat.

Minor fixes to the ticket properties form markup.

make sure trac-admin opens the Environment before trying to get a db connection (fixes #1700)

Change {{{trac-admin}}} upgrade so that it uses {{{Environment.needs_upgrade()}}}, allowing third-party modules to request upgrades.

* Extend the {{{IEnvironmentSetupParticipant}}} so that is also involved with upgrades.
* Factored out initialization related to attachments and templates into the {{{trac.attachment}}} and {{{trac.web.chrome}}} modules, respectively.
