Trac 0.8.4 Released.

This release contains a security fix for a file upload vulnerability. Everyone
is recommended to upgrade.

Forgot to check in change to chrome module needed for [1815] to work.

If no header logo image is specified in the config, render a heading containing the project name instead.

move the cnx rollback into !ConnectionPool to prevent accidentally rolling back an already released connection (fixes #1687)

Use ISO date/time format in [wiki:TracAdmin trac-admin]. Closes #1606. Thanks to Ian Leader for the patch!

Fix attachment download under CGI and tracd. Closes #1680. Thanks to sangpil at nexon.co.kr for the patch.

Fix for PHP rendering (closes #1676). However, there seems to be too much space before (2 empty lines) and after (3 empty lines) the rendered code. Maybe a CSS issue?
