Dropped backward compatibility with subversion <= 0.37.

Empty strings should be inserted as just that and not as NULL-values.

Make sure a tickets current ''component'', ''version'',... values
exists in the drop down lists even if they have been removed from
the database.

Added 'component rename' command

Component selection was missing from 'add/change information' form.

Did some work on the installation/setup procedure. svn:trunk/setup.py now
creates and installs a python module with basic installation configuration,
used for instance by trac-admin to determine sensible default values.

Added commands to manage Milestones and Versions.
