Import a default set of pages when creating new databases.

Made sure trac-admin is compatible with Python 2.1

Poor little __init_.py got lost

Make sure a tickets current ''component'', ''version'',... values
exists in the drop down lists even if they have been removed from
the database.

Added 'component rename' command

Component selection was missing from 'add/change information' form.

Did some work on the installation/setup procedure. svn:trunk/setup.py now
creates and installs a python module with basic installation configuration,
used for instance by trac-admin to determine sensible default values.

Added commands to manage Milestones and Versions.

Command sets to manage ticket 'priority' and 'severity'.
