Component selection was missing from 'add/change information' form.

Did some work on the installation/setup procedure. svn:trunk/setup.py now
creates and installs a python module with basic installation configuration,
used for instance by trac-admin to determine sensible default values.

Added commands to manage Milestones and Versions.

Command sets to manage ticket 'priority' and 'severity'.

ok, that was dumb.

Intermittent commit, fixing/kludging missing shlex.split in Python <2.3.

Added more intelligence to the trac-admin command initdb.

Install htdocs and templates in prefix/share/trac/

Try to handle missing svn, sqlite and clearsilver modules.

Added export/import of wiki pages. Importing a page respects versioning and
will add a new version of an already existing page (rather than overwriting).
