Try to handle missing svn, sqlite and clearsilver modules.

Added export/import of wiki pages. Importing a page respects versioning and
will add a new version of an already existing page (rather than overwriting).

Better exception handling and more informative error messages.

Cleaned up initdb-code. Removed use of booleans (not compatible with python 2.1).
Added some usage docs.

Improved the page editing forms and moved them to svn:trac/templates/wiki.cs.

Fixed a few formatting wiki bugs.

Rewrite of the wiki engine.

Renamed the admin program

An improved, interactive, readline-based administration program with
tab-completion, command history and built-in documentation. Right now it
supports the same features and commands as the old trac_admin.py, but it
will be improved further later. This fixes #15.

Don't ignore ticket.default_priority. Sort the priority values.
