Fixed a few formatting wiki bugs.

Rewrite of the wiki engine.

Renamed the admin program

An improved, interactive, readline-based administration program with
tab-completion, command history and built-in documentation. Right now it
supports the same features and commands as the old trac_admin.py, but it
will be improved further later. This fixes #15.

Don't ignore ticket.default_priority. Sort the priority values.

Minor changes to make validator.w3.org happy.

Nested lists now finally generate valid xhtml.

Make the wiki formatting more standards compliant.

Fixed the svn:trunk/templates/ticket.cs template.

Better functionality for anonymous users.
