git: improve wording for config options and some docstrings.

config: in PathOption paths are relative to the config dir

git: rename GitConnector options to not start with an underscore.

git changesets: only show git-author and git-committer when they differ

0.12-stable: Don't store some preferences in the timeline, diff and wiki if they are equal to the default value. This should help limiting the size of the `session_attribute` table.

0.12-stable: Use the mode "a+" instead of "r+" to check that the PID file is writable, to avoid failing if the file doesn't exist.

Closes #10566.

1.0dev: Only enable `tracopt.versioncontrol.svn.*` instead of `tracopt.*` for unit and functional tests, to avoid increasing the test run time.

Part of #10712.

1.0dev: Moved the `svn_fs` and `svn_prop` modules to `tracopt.versioncontrol.svn`.
