If so, navigate to C:\Windows\system32\ in File Explorer. Can you double-click cmd.exe and get it to launch? Does nothing happen when right-clicking and choosing "Run as administrator"?

Right-click the start button and choose Computer Management. Under local groups, open Administrators. Is your user listed as a member?

It sounds as though you either don't have access, or that elevation is unable to occur as critical components of Windows are either not running or corrupt. Note that the address bar in File Explorer can be used to run single-line commands from CMD, but may not have the elevation you need depending on the command. You may want to try the latest Windows Media Creation Tool, update to the latest Cumulative Update, and if still facing problems, create a recovery USB to boot from to run SFC and DISM repairs.
