#304 Turn minisec into a "demo" ruleset

Minisec is an idea "introduction" ruleset for people who want to get started doing ruleset coding on tpserver-cpp.

However, minisec is full of horrible code. It would be good if we could clean this up and add a crap load of documentation.

The ruleset book is/was going to create a cut-down version of Minisec. This cleanup should wait until all TP features are in place and the server is approaching 1.0.0 release.
