Create admin and user pages for Committee use. These pages will track new items that require payment from the entire committee (ex. t-shirts, socials, etc.). Should be able to see who's paid, add/delete items with prices, etc. See the Tech Overall for more information.

In order to make the job of the Administrative
Assistant easier, implement a tracking system for
expenses on their committee. Each
Overall/Captain/Committee Member for each committee
should be able to create new expenses, set the dollar
amount required from each of their fellow committee
members, and track who has paid. Also, create a page
for users to see what they've paid and what they haven't.
