#125 Add a new AI_HURRY

This would be used in conjunction with MISSIONAI_HURRY. The reasoning for a new AI is that in FFH, we can purposefully stockiple hurry units (soldiers of kilmorph and slaves), and then use them later. We can also make sure they dont run off and get killed and keep the AI from using high-level units to rush with.

Would need to add in some city production code to build units with this AI as appropriate.
