AI poor at freeing caged units
This is a mod for the Fall from Heaven II mod for Civilization IV

Cages are flagged as <bexploretarget> so that UNITAI_EXPLORE units will target them if nearby. Not sure how to leverage this for other units (Patrol groups make the most sense) so that they try to free nearby Caged units but dont get caught up exploring the world.</bexploretarget>
