Yes, dd.exe :-) But why do you care which OS the tool runs on top on?
You need something bootable that doesn't mount the disk devices and
Windows is about the worst choice for that task. You can use FreeDOS,
any Linux, any BSD and about any UNIX that manages this hands-down. Or
fight against Windows.
