This will help you out;

I have attached a file called linux.kbd in this mail. Put it in
packages/ica/lib/ICAClient/keyboard

Make sure you have selected Linux as your keyboard type in Citrix.

This will enable all the ALT + GR functions.

I don't know if it is related to this problem but in th X logfile on the
client I see the follwoing:

Couldn't load XKB keymap, falling back to pre-XKB keymap

when I use EN_IN the non-alfanummeric keys don't do anything.
I have tried UseEUKS=3D2 but then ICA logged me off right after a
special-key press UseEUKS=3D0 doesn't do anything.

please help!
