But you need a boot subsystem that uses SCP, and I'm aware of none -
e.g. PXE requires TFTP and I suspesct Etherboot does too.

That said, I agree that the busybox tftp isn't worth much. I have
basically given up on it and installed DOMs in my (few) TSs.
