For what it's worth...
I've had serial problems with Linux in general, not necessarily
relating to ThinStation or serial mice. What I discovered was the problem
was that the serial ports were disabled in the system BIOS (Or, set to
"Auto" settings, not the legacy settings [ 0x3f8h, IRQ4 for COM1, 0x2f8h,
IRQ3 for COM2, etc.]). Perhaps checking your system BIOS and making sure
the serial ports are enabled and set to legacy standard settings might help
resolve your problem?
I only mention this because I've seen Windows assign serial ports
with really bizarre Plug-n-Pray settings, even if the ports are disabled in
the system BIOS... I've only seen it on IBM hardware, though. Still, it's
easy to overlook the BIOS settings, especially if the serial port appeared
to be working normally in a different OS.

I found a old Logitech serial mouse and tried it on TS 2.1.1 and it works.
Sorry I can't be more helpful, but I think you have a hardware problem.
