I wrote that. What I mean by redundancy is that I have multiple servers capable of performing the TFTP functions, one is local to the client and the other is on the actual terminal server. If the local server becomes unavailable for any reason I would still have to change the DHCP option to point to the backup TFTP server. It's not automatically redundant, but it's still quick to fix just because it's ready.
