#116 Effect of shifting dropdown menus down

A gap has been created between top menu bar and
dropdowns (see Get involved and About Class.). This has
resulted in two things:

1. Since there is a boundry line on home page, this gap
looks fine. But on other pages, this is looking somewhat
awkward

2. If the cursor is moved downwards slowly, sometimes
the dropdown dissapears even before the user has a
chance to reach any of the links on the dropdown

    I see some new problems in the top menu--probably- due to
    fixing this bug. In pages such as logon.jsp, register.jsp the
    topmenu panel is overlapping right panel.
    Also in logon.jsp the error message being displayed is going
    under the top menu panel
