I have verified the bug reported on Civfanatics regarding experience points not being awarded.

I have built a city with a Barracks, Military Academy, and Heroic Epic, and I am getting only 2 xps.
for my Melee units.

I did not make it to Conscription yet which is suppose to also give 2xps.

(If this is fixable in the XMLs let me know, and I will take care of it.)

03/16/08 Built a Barracks and a Military Academy. The Barracks was providing 2 xps, the Military Academy was not. I went into the Civ4BuildingInfos.xml and found where the xp are suppose to be, and there was none, entered 2 and fixed the problem. I cannot upload the file due to its size (as an attachment to this post)
