#64 ACIP->Tibetan converters should treat {\u0F40 } perfectly

The "ACIP" {\u0F40 } is at present treating the space
as whitespace, not as \u0F0B, a tsheg, for all
ACIP->Tibetan conversions, ACIP->Unicode and ACIP->TMW.

Handle it perfectly.

Priority is very very low because you should use the
standard ACIP for such a thing, not Unicode escapes.

Note that this imperfection is currently listed as being
useful as a workaround for situation where ACIP->Tibetan
conversions are "too smart for their own good" with regard
to the tsheg/whitespace distinction for the ACIP space
(i.e., ' ').
