If bib-file have national code page (CP win1251 in my case), the hint on \cite{SomeAuthors} command are unreadable for national authors. It's possible, that CP hint could be the same of CP main tex-files.
P.S. Small suggestion.
It's will be useful, if the menu item \cite (LaTeX -> Cross References -> cite) produce not only \cite{} (\cite{key}) command in the text but also the hint with authors list (as well during keyboard typing).

I've added an option to preselect the bib file encoding (Options -> Advanced Editor -> Bibliography -> Bib File Encoding) (hg 4875 646d848852a6).
Using the endcoding of the main tex files would require some restructuring of the code because the bibtex reader does not know about the tex files.
