Since sections are the coarsest structuring in beamer presentation, the document outline is not as helpful. It suggest to show frame titles as additional level.
In other words: Similar to normal documents having a chapter/section outline, beamer presentations should have a section/frame outline (instead of just "section")

There's a basic possibility to configure structure commands. It's described in issue 2 of at https://sourceforge.net/p/texstudio/feature-requests/653/#7081 It's not a complete features yet, so please note the caveats and limitations described therein.
Using this you could define \frametitle as subsection-like (i.e.
Structure\Structure%20Level%204=\\subsection,\\frametitle
). It's not applicable when you set the title via\begin{frame}{title}
.As of 2.12.2
\frametitle{}
is displayed in the structure view.
