Branch 2017 from https://github.com/jlaurens/synctex/tree/2017 seems to be fundamentally broken for windows. Did you use this one? It did not even compile without the already committed fixes. And fails to load any file.
This is not a viable solution. Either we have to go back and wait or forward and get a working release. There is a branch https://github.com/jlaurens/synctex/tree/2017-1.20 which may be a development branch. However, the development process and release state is not obvious.

1.20 is probably not any better than 1.19.
Probably we need to fix the issue on windows ourselves, as the development seems to be done on osx.
