Hi,
I'm not up-to-date with current Test Runner sources, but as far as I know the situation is 
as follows:
- you have to install Bugzilla to use Test Runner. TR uses Bugzilla database and
parts of Bugzilla code.
- I think you can set up your Bugzilla installation not to present end-user with standard 
Bugzilla interface: show just link to Test Runner.
