I the problem is that the patching of Bugzilla's files failed for some weird reason. I understand that you have bugzilla 2.17.6 running. Could you try to undo the patch (patch -R -bp 1 -i testrunner/patch-2.17.6) (or even better, restore from your backup) and apply it again? Please report any problems in the output.
