from my observation and in addition to the topic line the problem is not only
occuring with multi-measure rests, but rests and skip in general, and not only in the

I've run current version of musicxml2ly and it works correctly. See attached .ly and .png files.
I'm marking this issue as invalid, as I'm not sure who and when fixed it (even if probably we should thank John Gourlay and Philomelos).
