#8 Explore an email encoding besides Base64?

Something that was raised in the SlashDot discussion is
that we are wasting quite a bit of bandwidth by sending
our attachments in Base64 (since we don't utilize the full
range of bytes available). We could explore using a
more efficient encoding, though I'm not sure off-hand
what any good options are.

Also, it might be the case that modem-level compression
(or some other compression, like in the WaveMail
system) is already buying us back whatever we're losing
with Base64, so this might not be worth it. Base64 is
also clean and easy.
