In the proposted chapter on Manuscript Description, "1.2.4 Names
of persons, places, and organizations" at http://www.tei-c.org/
Activities/MS/FASC-ms.pdf, the element 'listPerson' is
mentioned. But there is not a 'listPerson' element in P5, and it is
not documentet in P4 either. But it is mentioned and used in
MASTER, at "2.2.4. Names of persons, places, and organizations"
(see http://www.tei-c.org.uk/Master/Reference/
ms.html#msnames).

The listPerson element referenced in the text should be
added to the header in due course, but you are right in
saying that it is not yet defined in TEI P5. An alternative
would be to use the <particDesc> element which already does
exist and should probably be repurposed for this purpose.
