#503 remedy the prose-structure-antagonism within the content model of person

The current content model of <person> allows for structured content (persName, birth, sex, etc.) or prose (p, ab), thus prohibits the addition of some essay-like prose to (normalized) structural data. This issue has been around for some time (see "Prosopography" Wiki page) and was currently discussed on TEI-L

I have no final solution to this issue but I think it would make sense to discuss this in the context of rationalizing the content models of the fellow elements place/org/event/object(?).

Council: the 'hack' of using note within person to wrap the p or ab elements (or indeed further structure via floatingText) is legitimate. But it depends on a fairly elastic notion of 'note' (partially ameliorated by the availability of @type on note). The essence of the request is to do away with the forced alternation (either structure or p/ab) and allow them to freely intermix. This proposal lost a close vote. Some preferred to segregate the p's, or to wrap them in another element (summary?). Failing these suggestions, the status quo holds.

On a 4 to 7 vote, Council voted to leave the status quo: no ＜p＞ (or ＜ab＞) inside ＜person＞ (or ＜org＞ or ＜place＞). At least not until we consider the content models of all those elements.
