No

http://tei.oucs.ox.ac.uk/EEBO/ lists some places where TCP EEBO texts have identified things which look like <signed> at the top of a section rather than than the usual bottom.

sorry, forgot to add attachments of examples.

    proposal is <elementSpec xmlns="http://www.tei-c.org/ns/1.0" mode="change" ident="signed"> <classes mode="replace"> <memberOf key="att.global"/> <memberOf key="model.divBottomPart"/> <memberOf key="model.divTopPart"/> </classes> <content> <ref xmlns="http://relaxng.org/ns/structure/1.0" name="macro.paraContent"/> </content> </elementSpec>

Agreed that the case for allowing <signed> (or whatever the damn thing is called) at the top as well as the bottom is pretty overwhelming

I concur. signed should be allowed at the top as well as bottom. Assuming Council agrees at 2013-11 face-to-face then assigning to Sebastian and setting as GREEN.
