http://tei.oucs.ox.ac.uk/EEBO/ lists some places where TCP EEBO texts have identified things which look like <signed> at the top of a section rather than than the usual bottom.
I concur. signed should be allowed at the top as well as bottom. Assuming Council agrees at 2013-11 face-to-face then assigning to Sebastian and setting as GREEN.

Agreed that the case for allowing <signed> (or whatever the damn thing is called) at the top as well as the bottom is pretty overwhelming
