#367 Set up ciabot_svn.py on Sourceforge

I would like to suggest that we set up a (simple, pre-existing) script on Sourceforge that will post a copy of all svn commit messages, as we commit them, to the irc://freenode/#TEI-C IRC channel. This would be potentially useful during technical work such as releases and worksprints, so that we can all see what other people are committing in one place, would be of interest to those of us who hang out in the channel generally, and would be informative for those members of the public who pop in from time to time to see that work is being done.

If desired, this is easy enough to set up, but someone with admin creds to the TEI project of Sourceforge will have to do it. Instructions are at <https://sourceforge.net/apps/trac/sourceforge/wiki/Subversion%20hook%20scripts> and <http://cia.vc/>. (I'd be happy to do this, if no one else can be bothered and you were willing to give me admin creds for the time it takes to do so.)

    This was done and I've turned on a subversion post-commit hook on SF and setup an account and bot at cia.vc. Tested, it seems to be working.
