Council subgroup notes that http://www.tei-c.org/release/doc/tei-p5-doc/en/html/ND.html#NDORG says, "In these Guidelines, we use the term ‘organization’ for any named collection of people regarded as a single unit." The encoder might not have seen the Brown Women's Writers Project as a collection of people but rather a project (an activity).
However, we recommend adding a note in the Guidelines following the example to remark on this distinction to clarify.
