#12 HTML output for specGrp

For each specGrp element in the ODD, the HTML documentation from Roma includes a ul element with list items saying "Specification for element [name]" where [name] is the element name as a hyperlink. These lists arguably should be omitted altogether, since specList serves the same purpose and is user-controlled.

If not omitted, then two problems need to be resolved: (1) Each element-name link needs to point to the corresponding element in the reference documentation. Currently each link points to the document as a whole; there is no #name in the link href. (2) The "Specification for element ..." list item is output even for deleted elements, for which there is no corresponding element in the reference doc.

I have transferred this to the internal task list for the TEI Council.

When I am sure that is working properly, I will close it here.

Obviously, you are right, the current behaviour is not correct.

I am going with your suggestion of simply omitting this list.
