Adding the copyright notice and GNU/GPL v2 text

This release fixed the bug ID 2480787 - "The Program hangs"

The first version of TDTxE (Tagged Document Transformer Engine) is released.
Currently, only command line mode is available. Now, we start working for a GUI version.

The project is being developed in Java with NetBeans.
