Further fix/update for the TCNOpen #437. It covers special scenarios where after republishing post inauguration, a publisher which might have been sharing a common socket before inauguration might need to have a separate socket post inauguration. This can happen if the publisher is using URIs having 'leadVeh' or 'leadCst'.
