Ticket #422 Included redundancy support in ECSP control init API - tau_initEcspCtrl(). There is now a third argument to the API - redId (redundancy ID). If the user wants to host the controlling function on redundant devices, user can call the tau_initEcspCtrl() on both the devices with non-zero "redId" argument. Whenever any redundancy switch-over happens, the user anyway calls the tlp_setRedundant() to control it, and hence the PD 120 could also be controlled that way. The user need not do complete init and terminate of the ECSP control function on every redundancy switchover.

aggregates tickets #325 + #341 and TSN main-ticket #342: we committed to use distinct IP addresses inside a consist, even over different VLANs and we use preconfigured VLANs and PCP priorities to select preconfigured TSN timeslots on the network
