#199 fix for bogus HTML man page links

A few tk man pages (doc/*.n) incorrectly list some
WIDGET-SPECIFIC OPTIONS under STANDARD OPTIONS, which
causes tools/tcltk-man2html.tcl to generate bogus
links to the HTML page for the options command. I
say bogus rather than broken because the links appear
to work, taking you to the options page, but cannot
position properly within the page because there is
(correctly so) no NAME tag for the given option.

For example see
http://tcl.activestate.com/man/tcl8.4/TkCmd/message.htm
and click the -width link
(http://tcl.activestate.com/man/tcl8.4/TkCmd/options.htm#M-width).
