#175 mapping iana-names and tcl encodings

I have put together a mapping from iana names (not MIME, sometimes
that is an Alias instead of the name).
The following encodings I
have not been able to find any correspondance in IANAs list (AUg 21,
2001 http://www.iana.org/assignments/character-
sets).

I assume that this was for http charset purposes. http 2.7 does include a glob-translation mapping that covers most of those noted for auto-translation handling. If that is insufficient, please post a patch on that feature base.
