[MACTCL] [Q] tclspeech project and Project Builder

hi,

I downloaded the tclspeech project from sourceforge. When I open the 
project in the TclSpeech folder ProjectBuilder launches the following alert,

TclSpeech.pbproj cannot be opened because it is missing its project.pbxproj 
file.

What is that? I am new to using pb.
