TIP 744 has been modified in response to Jan's comments and the Windows
error message mapping functions are no longer proposed. They are not
required for the primary purpose of the TIP which is long path support in
Windows. Extensions can write equivalent code in any case or a future TIP
might include them after discussion.

Unless anyone is interested in reviewing the code, I don't think there is
anything controversial so I plan to call for a CFV in a week. Sorry for the
short notice but there's a possibility I will be unavailable for some period
of time starting mid Jan so I want to get this done and dusted before then.
