Sadly, I think fossil is an obstacle for contributors outside the inner
circle. For one thing it is exotic, but the bigger problem is that it
doesn't have the equivalent of a pull request as on Github. Instead,
one-time contributors are granted full write access to the whole repo.
That doesn't scale to a community driven project.
