[TCLCORE] Thread 2.7.0 released

Ok, that's anticlimactic.  We released Thread 2.7.0 as part of the
Tcl 8.6.0 bundle, remember?

However, we overlooked actually posting the release where we've been
making Thread package releases.  Now I'm correcting the oversight:

There's nothing new there.  It's exactly what was released with
Tcl 8.6.0.  Just another place for folks to find it.  A handy addition
to your Tcl 8.5 installations.
